Dominic Cummings is one of Boris Johnson’s most influential advisors. His rise to prominence came as a result of masterminding the Leave campaign during the 2016 EU referendum. The civil service is in charge of developing and implementing policies, under the direction of politicians. The higher rungs of it are dominated by Oxbridge educated generalists, armed with degrees in politics, history, economics and the like, but rarely in the sciences.
